NJILGA Past President John Gillespie Presents Pane Award to Douglas Heinold

Douglas L. Heinold has received the Michael A. Pane Award, which is “Conferred Upon the Person Who Has Exemplified the Highest Standard of Ethics and Whose Work Has Significantly Enhanced the Integrity of Local Government.” The Michael Pane Award, established by the Pane Family, the New Jersey State League of Municipalities (NJLM) and the New Jersey Institute of Local Government Attorneys (NJILGA), is given in honor of Michael A. Pane, Sr., who was the long-time editor of the NJILGA Local Government Law Review, President and Trustee of the New Jersey Institute of Local Government Attorneys, Counsel to the New Jersey Association of Municipal Clerks, Counsel to the League of Municipalities and Author of the New Jersey Practice Series, Local Government Law volumes.

It honors a municipal professional who exemplifies the highest standards of ethics and whose work has significantly enhanced the integrity of local government. Recipients of the award have been William Cox, Duane O. Davidson, William Kearns, Ronald Cucchiaro, Kristina Hadinger, Harry Pozycki, Jeffrey Surenian, Dennis M. Galvin, Stuart Koenig, John Gillespie and Sharon A. Dragan. Douglas Heinold, Partner in the firm Raymond Coleman Heinold, LLP (Moorestown), has been practicing in the field of local government law for over 25 years. He currently serves as Township Attorney for Moorestown, Medford Lakes, Delanco and Shamong, and he and his firm service numerous other municipalities at the governing body and land use board levels.

He also has extensive practice representing applicants before land use boards, and has served as Special Counsel for municipalities on employee hearings, OPRA, special assessments, historic preservation, and land preservation projects. Prior to becoming a partner with his current firm, Mr. Heinold worked for twelve years for the firm of Parker McCay (Mt. Laurel). He is a former law clerk to the Honorable Ronald E. Bookbinder, A.J.S.C. (1996-97). Mr. Heinold has been the Chair of the Local Government Section of the Burlington County Bar Association since 2005. He is also a past President of the Burlington County Bar Association (2017-18) and the Burlington County Bar Foundation (2010-11) and remains a Trustee of the Foundation.
