The 2025 Michael A. Pane Award was presented on November 20, 2025 to Angelo Auteri, partner and chair of the Public Law Practice of Scarinci Hollenbeck, LLC, at the Annual Social Event of the New Jersey Institute of Local Government Attorneys in Atlantic City.
The Michael Pane Award, established by the Pane Family, the New Jersey State League of Municipalities (NJLM) and the New Jersey Institute of Local Government Attorneys (NJILGA), is given in honor of Michael A. Pane, Sr., who was the long-time editor of the NJILGA Local Government Law Review, President and Trustee of the New Jersey Institute of Local Government Attorneys, Counsel to the New Jersey Association of Municipal Clerks, Counsel to the League of Municipalities and Author of the New Jersey Practice Series, Local Government Law volumes. It honors a municipal professional who exemplifies the highest standards of ethics and whose work has significantly enhanced the integrity of local government. Recipients of the award have been William Cox, Duane O. Davidson, William Kearns, Ronald Cucchiaro, Kristina Hadinger, Harry Pozycki, Jeffrey Surenian, Dennis M. Galvin, Stuart Koenig, John Gillespie and Sharon A. Dragan.
With regard to the nomination of Angelo Auteri, Donald Scarinci, Founding Partner of Scarinci Hollenbeck, LLC, stated “Angelo’s work in local government is grounded in discretion, sound judgment, and a deep sense of duty. … Angelo has been instrumental in supporting the firm’s representation of several Hudson County municipalities, including West New York. His ability to guide municipal leaders through complex legal and political issues with composure and fairness reflects his exceptional leadership and his commitment to the public good”.

Tarabour, Senior Attorney at Scarinci Hollenbeck, speaking of Auteri’s legal leadership in navigating recent volatile tensions in the political landscape surrounding Hudson County, added “Angelo’s approach to conflict resolution is guided by integrity and restraint. He avoids theatrics and focuses instead on protecting the municipality’s credibility and reputation. His insistence on vetting communications through legal and ethical review channels helped prevent potential violations and reinforced a culture of accountability. His ability to maintain professionalism under pressure while advancing transparent governance makes him an exceptional example of ethical municipal leadership”.
