Cedar Grove, New Jersey, received his A.B. from Brown University in 1980 and his J.D. from Boston University School of Law in 1983. He served as Law Clerk to the Honorable David Landau, J.S.C. in Newark in 1983-84.

Mr. Drill’s practice includes representation of municipal land use boards and general municipal law practice, including but not limited to Mount Laurel and affordable housing matters, and issues arising out of the Highlands Act and the Right to Farm Act. He currently represents the following land use boards: Raritan Township Board of Adjustment (Hunterdon County); Clinton Township Board of Adjustment and Clinton Township Planning Board (Hunterdon County); Greenwich Township Joint Land Use Board (Warren County); Bernards Township Planning Board (Somerset County); Lebanon Borough Planning Board / Board of Adjustment (Hunterdon County); and Readington Township Planning Board (Hunterdon County). He is special counsel for affordable housing matters to: Alexandria Township (Hunterdon County); Clinton Township (Hunterdon County); Borough of Milford (Hunterdon County); Union Township (Hunterdon County); Borough of Saddle River (Bergen County); and Town of Westfield (Union County). He also serves as special counsel to various municipalities on an as-needed basis for appeals and land use issues.

He is a member of the New Jersey State Bar Association, New Jersey Planning Officials, and New Jersey League of Municipalities Legislative Committee. He is also a Trustee of the New Jersey Institute of Local Government Attorneys.

Mr. Drill is the author of numerous articles on land use and zoning matters and currently serves as co-author of Cox & Koenig, New Jersey Zoning and Land Use Administration(Gann), which is considered the “bible” of publications for applications before municipal land use boards. He has represented local government clients in numerous land use litigation matters and is reported in a broad spectrum of published cases in New Jersey, including current litigation in the Trial and Appellate Divisions of Superior Court, and in the New Jersey Supreme Court.
