William L. Horner is an attorney with offices in Salem, New Jersey. He has represented planning boards, zoning boards, and development applicants for the past twenty-five years, and he currently serves as solicitor for the Quinton Township Planning Board, the Woodstown Borough Planning Board, and the Township of Mannington.  He also serves as Associate Legal Counsel to the New Jersey Planning Officials organization, and as a Trustee of the New Jersey Institute of Local Government Attorneys.
